The mandate, which will begin on January 5th 2012, has as main action lines the proposed merge between the UTL and UL, the defense of the university's autonomy as a basic pillar of the Portuguese higher education system, the promotion of schools' internationalization, the increase of of its external activities' visibility , the creation of shared services that facilitate access to research programs and the development of multidisciplinary initiatives.

António Cruz Serra also proposes a stronger emphasis on training of the 2nd and 3rd cycle and on the inscrease of its internationalization. On the other hand, in a time of a deep economic crisis and underfunding of higher education, recognizes the urgent need for strong support to the Social Action through scholarships, canteens, student dorms and services for medical and psychological support. And since the quality of teaching is inseparable from the quality of scientific research, he considers of particular importance the establishment of young researchers, who were poorly integrated into the system, under the Science Program and contracts with Associated Laboratories.
